In 1958, it's hard to imagine any hippie knowing the semaphore alphabet. How can you show two letters at once? You don't have enough hands for that. Furthermore, why should the combined letters represent nuclear disarmament, and not, for example, the controversial slogans of the time, "No to drugs" or "Never dream."
