The popularity of secondary vocational education (SVE) is explained by various factors, but one thing is clear: a significant number of young people perceive this type of education as a worthy alternative to university. Statistics show that approximately 20% of college students come from affluent families who could afford a paid higher education. Moreover, the cost of tuition at some colleges is comparable to that of universities. To secure a state-funded place in the most in-demand vocational programs, students must demonstrate excellent academic performance. This trend underscores the growing recognition of vocational education as an effective path to acquiring knowledge and skills in demand in the labor market. Several common prejudices against open source software (OSS) have already lost their relevance. That colleges are supposedly only for those who cannot enter universities on a state-funded or fee-paying basis; and that a university degree is essential for a prestigious and in-demand profession, while colleges are used to obtain low-status professions. Despite the general improvement in attitudes toward secondary vocational education (SVE), prejudices against private educational organizations remain. We surveyed private college directors to find out what myths they encounter in their practice and what arguments they can use to defend them.

"A private college can close at any moment"

This fear is likely due to the wave of closures of ineffective private educational institutions that occurred between 2014 and 2020 as part of Rosobrnadzor's efforts to improve the quality of education. Although this primarily affected universities, there is an association that any private educational organization can cease operations at any moment. This creates concerns among students and parents about the stability and reliability of such educational institutions.

College directors emphasize that with a careful approach to choosing an educational institution, the risk can be minimized to zero. Choosing the right college, based on a thorough analysis of programs, reputation, and reviews, ensures a quality education and a successful future.

To legally conduct educational activities, colleges require a license. This document is valid indefinitely and confirms the educational institution's right to educate students, as well as the availability of all the necessary resources to organize the educational process. The license must be posted on the college's website in the "Information about the educational organization" section. Additionally, information about the license can be verified in the Rosobrnadzor registry.

Sudden closure of an educational organization requires serious grounds. Such reasons include systematic or serious violations that can lead to license revocation, as well as lack of funding. However, if a private college has been operating for a long time, this indicates that it has successfully passed numerous Rosobrnadzor inspections and has a stable financial position. This increases trust in the educational institution and guarantees the quality of educational services.

Moscow City Open College began its activities in 2016. IThub College was founded in 2017 and has since opened nine branches in various cities of Russia. RosNOU College has been operating since 2001, and InterCollege has been providing education since 1996. These educational institutions offer a variety of programs aimed at training qualified specialists in various fields.

According to statistics from the HSE "Education in Figures," the number of colleges continues to grow. In the 2017/2018 academic year, there were 317 private educational institutions in the secondary vocational education system in Russia, and by 2022/2023, this number had increased to 390. "Private colleges don't teach, they just hand out diplomas"

There is a persistent stereotype that private educational institutions, such as universities, schools, and colleges, are focused solely on profit, while the quality of education remains secondary. This view likely took root in the 1990s, when the number of non-state educational institutions increased dramatically, and many of them actually provided low-quality educational services. Most students went there not for knowledge, but for formal diplomas. As Anzor Muzaev, head of Rosobrnadzor, noted in an interview with the RTVI television channel, 95% of private educational institutions of that time had turned into "offices for selling educational documents." However, the situation has changed: many private educational institutions today strive to offer a competitive quality of education, introducing modern teaching methods and ensuring a highly qualified teaching staff.

Since the last "purge," state control over private educational institutions has significantly increased. Currently, the number of private colleges in the country is only 390, while there are 2,810 public colleges. This suggests that private educational organizations are under the close scrutiny of regulatory authorities.

In a recent interview, the head of Rosobrnadzor noted that updated licensing and accreditation rules for educational institutions came into force in 2022. He emphasized that the organization does not issue licenses and accreditations without proper verification, as was previously the case. These organizations strive to make education as practice-oriented as possible, ensuring that students acquire the skills and knowledge that meet employer expectations. This approach provides graduates with the necessary competencies for successful integration into the professional environment, increasing their competitiveness in the labor market. Each educational program at our college is assigned an industrial partner, responsible for updating the content to meet labor market requirements, explains Olga Semenova, Director of the Moscow City Open College. Some companies, such as TravelLine in the hospitality industry, provide work platforms for students' practical training, facilitating their subsequent employment. This collaboration allows us to ensure high-quality education and helps students successfully integrate into the professional environment. At IThub College, which has numerous industrial partners, industrial councils were established in departments this year. These councils represent communities of experts from various sectors of large and medium-sized businesses. Kristina Grahl, Business Development Director at IThub Group, explains that industry experts evaluate students' level of preparation, comparing it with the current labor market requirements and employer demands. This system for assessing educational quality helps improve graduates' competitiveness and their chances of successful employment.

A study by HSE sociologists entitled "To College Instead of University: What Brings Successful Eleventh-Graders to Secondary Vocational Education?" revealed an interesting fact. New types of private colleges, focused on the labor market and equipped with modern technology, have become a driver of positive changes in the perception of the secondary vocational education (SVE) system. Many students who participated in the survey noted that modern private colleges are a more attractive option for them compared to traditional universities, which lack a high level of prestige. This indicates that SVE is becoming increasingly popular among young people seeking a quality education and a successful career.

"You won't get hired with a private college diploma"

There is a common myth that private colleges do not provide a quality education. This stereotype is rooted in an outdated view of the importance of a diploma for employers. In fact, the situation is different in various professional fields. For example, in creative industries such as IT, game development, design, and advertising, only half of workers have a relevant education. It's important to note that employers are now placing far greater emphasis on specific skills and an impressive portfolio demonstrating a candidate's qualifications. Therefore, an emphasis on practical skills is becoming a decisive factor in hiring. Concerns about how employers will perceive a diploma from a private college are easily resolved. It's important to find out whether the college has industry partners—companies working in the fields it teaches. If such partners exist and are large and respected, this indicates an interest in the institution's graduates. Such companies often organize internships and placements for students to select the most capable candidates for employment. Thus, employer distrust of the education received at this college is unlikely, since the employers themselves actively collaborate with the educational institution.

According to Olga Semenova, Moscow City Open College partners with companies such as Sber, Selkhozbank, 1C, Rosatom, Geoscan, and the Federal Tax Service. In 2022, the college provided employment to 78% of its graduates, and in 2023, this figure was 73%. This demonstrates the high level of students' preparation and their demand in the labor market.

According to Kristina Gral, 88% of IThub College graduates are successfully employed in the IT industry. Among the employers, such giants as Gazprom, CROC, and MTS stand out. A striking example of career growth is a graduate of the Information Technology Department, who graduated from IThub College in 2022. In his third year, he received a job offer from RBC, and currently holds the position of software engineer at the international information security company SecurityHQ. This case illustrates the high demand for specialists in the IT field and the effectiveness of the training provided by the IThub college.

These data illustrate significant differences in costs, which is important to consider when choosing an educational institution. Olga Semenova emphasizes that private colleges have the opportunity to offer grants to the most diligent and talented students, which helps reduce tuition costs. In such cases, funding is provided by the college itself or its industry partners. "Every year, we hold a competition for students, taking into account their academic performance and active participation in college events. Grants can cover up to 100% of the annual tuition, as well as 50%, 25%, and 10%," she notes, describing the practice of the Moscow City Open College. This creates additional incentives for students, promoting the development of their academic and professional skills.

In some cases, state-funded places may be available at private colleges. These places are typically allocated in areas that are a priority for the economic development of the country or a specific region. This allows students to receive a high-quality education in fields in demand in the labor market and contributes to the training of qualified personnel in economically important areas.
