On July 25th, a fan mod, Fallout: London, was released, which for the first time moves the series outside the US. In this mod, you will not encounter super mutants and the Brotherhood of Steel. Instead, you'll find yourself in a ruined British capital, where red and blue tube trains, cozy pubs, and Thomas Shelby-style gangsters await. This mod offers a unique experience and new adventures in the familiar Fallout universe, immersing players in the atmosphere of post-apocalyptic London.

Almost all of the content in the modification was created from scratch, which made the project large-scale and detailed. It received a full release in the digital store GOG.com. We discussed with the development lead of the mod, Dean Prilladog Carter, how the Folon Team managed to complete this ambitious project and how successfully elements of the classic series were integrated into the new setting.

At the beginning of the game, the protagonist awakens in an underground laboratory under the watchful eye of two scientists. However, he soon finds a way to escape to the surface, where he finds himself completely free and ready for new adventures.

Instead of delving into his past, London offers many other exciting opportunities. You can join a gang like in the TV series "Peaky Blinders," organize a strike at a meat factory, retrieve a valuable painting for a mutant girl, or assemble a collection of Cthulhu plush dolls. These activities will significantly extend your playing time and add variety to the process.

Folon Team has presented a unique project that can be considered not just a modification, but a full-fledged addition to the series, created in a new setting. Developing such a game is a significant challenge, even for large game studios, and for a modding team relying on community support, including financial contributions, it is especially difficult. Creating high-quality content requires not only skill but also active interaction with players, which emphasizes the importance of community in modern gaming.

Among the many ambitious mods for the Fallout series, you can find them online. However, many of them are either still in development or did not live up to fan expectations upon release. Fallout: London stands out among similar projects due to its high quality across all aspects, including thoughtful open-world design and a captivating story. This modification attracts the attention of players with its originality and depth, which makes it one of the most anticipated among fans of the series.

The idea for Fallout: London arose many years ago when Dean Carter, in a conversation with a friend, wondered what it would be like to transfer the action of the popular series to an entirely new location with a unique cultural atmosphere. To complete the development of Fallout: London, the team needed to carefully organize their processes. We achieved success by breaking the entire workload into individual tasks and establishing clear milestones. Team members were divided into groups, each focusing on a specific aspect of the game's development: 2D, 3D, level design, and scripting. Regular meetings helped everyone stay on top of current tasks and project requirements. This approach facilitated effective collaboration and improved the quality of work.

Furthermore, the Folon team provided access to powerful modding tools, significantly simplifying the process of creating and customizing mods. These tools allow users to effectively edit content, add new elements, and improve the gameplay experience, making Folon an ideal platform for creative developers.

Since the release of The Elder Scrolls 3: Morrowind, Bethesda has always provided editors for its games, allowing fans to create mods and new content. Fallout 4, which released in 2015, also received this feature. The following year, Bethesda introduced the Creation Kit, a powerful user-generated content creation tool available to everyone. This has enabled players to expand their gaming experience and add unique elements to the world of Fallout 4. Using such a program can save significant amounts of time, sometimes amounting to months or even years. The Creation engine automates many small processes, significantly simplifying project development. Lead designer Joe "Wolfy" Wills noted during a stream that users will immediately feel this advantage if they try creating a similar project in Unreal Engine. Creation provides tools that allow you to focus on creative aspects, reducing the time spent on routine tasks.

Fallout 4 continues to attract an active modding community eager to collaborate on new projects. While the core Folon Team consists of only twenty people, a significantly larger number of specialists and enthusiasts contributed to the creation of the Fallout: London mod. This demonstrates the high interest in the game and the fans' desire to expand its universe.

In addition to the core team, around 150 volunteers and collaborators worked on various aspects of the mod. These specialists assisted with art creation, script development, voice acting, and playtesting. Their contribution played a key role in improving the quality and functionality of the project, which allowed it to achieve high standards in gameplay and visual design.

In the new game, the developers decided to change their approach to dialogue, removing the dialogue wheel with short response descriptions, which caused discontent among fans of the series. Now, a familiar list of lines is used instead, which makes the conversation process more natural. Also returning are the speech checks familiar to players of Fallout: New Vegas, which depend on stat values ​​and skill levels, adding an element of strategy to interactions with characters. At the same time, the protagonist's voice acting was excluded so that players could freely immerse themselves in role-playing, without being limited to pre-set phrases. These changes are aimed at improving the gaming experience and engaging players in the game world.

The mod's creators have introduced new mechanics to the game, such as working London Underground trains. Although the ability to ride the Underground appeared in the Broken Steel expansion for Fallout 3, the train was merely an illusion. London in Fallout: London is noticeably different from other locations in the series. While previous games, such as Fallout 3 and Fallout: New Vegas, featured cities occupying only part of the map, in Fallout: London, the open world completely encompasses the ruins of the central districts of the British capital. Players will explore narrow streets, dilapidated bridges over the River Thames, and vast subway tunnels that create the unique atmosphere of a post-apocalyptic city. London offers players new challenges and opportunities, expanding the boundaries of the familiar gaming experience.

The game environment in the fashion genre is certainly smaller in size and detail than real London, but the difference is insignificant. The virtual world also features famous landmarks such as Buckingham Palace, the London Eye, Tower Bridge, and King's Cross Station. In addition, there are many other, lesser-known, but no less interesting places. This creates a unique atmosphere, allowing players to immerse themselves in the British capital and explore its iconic corners.

Dean Carter notes that some players used Google Maps to navigate the game world. This highlights the importance of maps in modern games and how real-world tools can enhance gameplay. Using Google Maps allows players to better navigate complex game locations, which makes the process more engaging and effective.

This achievement cost the developers a significant amount of effort: developing the open world design led to two serious difficulties.

Our challenge was balancing high detail and rich environments with game performance. We put significant effort into achieving stable performance without sacrificing the richness of visual detail. Solving optimization issues proved more challenging. The outdated Creation engine, which dates back to 1997, was unable to handle the implementation of new features. Consequently, while the mod was originally scheduled for release in late 2023, the release was pushed back to April 23, 2024. This decision was made to allow the developers time to conduct thorough testing and address any identified bugs.

The popularity of Fallout 4 led to a three-month delay in the release of the updated version of the game, which occurred in April 2024. The main reason for this shift was the next-gen patch. As the game continues to be popular among modders and players, Bethesda decided to improve it by adding useful features such as Steam Deck support and widescreen resolution support. These updates are aimed at improving the gameplay experience and maintaining interest in Fallout 4.

Despite the useful innovations, many elements, such as the dialogue system, the updated interface with new icons, and the rich locations, were at risk of breaking immediately after the update's release. All optimization efforts in this case turned out to be useless, which negatively affected the user experience and the overall perception of the update.

The most frustrating aspect was that the patch was scheduled for release just two days after the mod's release, on April 25th.

Folon Team had no time to prepare. During development, Bethesda brought several employees from this team on board and even offered Dean Carter a job working on Fallout 76. However, there was no communication between the teams. As a result, the creators of Fallout: London learned about the patch at the same time as the rest of the audience, just a few weeks before the update's release.

Carter wryly remarked, "Bethesda always stays the same," referring to a famous slogan from one of the company's games. This phrase highlights Bethesda's distinctive style and approach to game development, which has remained consistent over the years. The game's release has been delayed again, now scheduled for July 25th. With the additional three months, the Folon team has developed a new mod that allows you to roll back Fallout 4 to a previous version before installing Fallout: London. This update will help players avoid potential compatibility issues and provide a smoother gameplay experience.

The creators of the Fallout: London mod also solved an important problem – they found a platform for the game’s release. The developers had long been searching for a way to host the modification on Nexus Mods, a popular modding portal, but encountered the site’s limitations. The mod’s size exceeds 30 gigabytes, and Nexus Mods’ capabilities do not allow for hosting such a large project. Now the team is looking for alternative ways to successfully launch Fallout: London and provide players with a unique experience in the world of post-apocalyptic London.

GOG.com, the digital storefront of CD Projekt RED, has become a lifesaver for fans of the Fallout: London modification. Originally created to sell retro games, this store agreed to host the mod, allowing it to become the first modification for a Bethesda game to receive an official release. This event underscores the importance of community support for developers and opens up new opportunities for players looking to expand their Fallout experience.

The Folon team used the delay to improve various aspects of the project, including the mod's voice acting. This significantly increased the quality of the audio and improved the overall user experience.

The creators of Fallout: London recorded over 90,000 lines of dialogue and assembled an impressive cast during development. In particular, the two scientists who examine the protagonist at the beginning of the game are voiced by Colin Baker and Sylvester McCoy, best known for their role as the Doctor in the cult 1980s sci-fi series Doctor Who. This collaboration gives the game a special charm and depth, emphasizing its connection with popular culture.

As a result, he agreed to voice one of the characters. While I doubt he was initially familiar with the series, his enthusiasm for the project was very encouraging, and we are truly grateful for it.

Instead of a Pip-Boy, you start the game with an ATTA-Boy—a reverse-engineered version of an American laptop. London lacks the Enclave and Brotherhood of Steel; instead, it features the aristocratic Gentry, the nationalist Fifth Column, and the anarchist Pistols and Knights of the Round Table. All characters you interact with speak either stiff Queen's English or street slang, replete with crude expressions and a lack of consonants. This creates a unique atmosphere that reflects the social and political conflicts of this alternate reality.

The local radio, in addition to well-known jazz music, plays compositions in the style of The Beatles and The Kinks. Especially for fashion, Folon Team recorded 45 songs imitating British pop music of the 1960s and 1970s. Among them is a parody of Yellow Submarine with lyrics reflecting the atmosphere of Fallout.

I do not share the opinion that there is a direct connection between Fallout and the aesthetics of American culture. The London setting opens up an opportunity for an in-depth exploration of themes related to British history and culture, such as class inequality, colonialism, and the legacy of the British Empire. These aspects fit organically into the satirical nature of the Fallout universe, allowing for the creation of a unique and multi-layered narrative.

I may not be an objective judge, but I am confident that our setting contributes to the creation of truly British characters and stories. These elements not only convey a distinctive British atmosphere but also effectively align with the series' core themes. This approach allows us to delve deeper into the unique aspects of British culture and traditions, making our stories more engaging and memorable.

Despite the changes, Folon Team had to cut some content.
